There's a theory that the US would have vetoed the resolution no matter what, in order to give israel some time to prepare to completion of their ground assault into Gaza.
In other words, the israeli's aren't ready to start their ground assault and the US provided cover for them until they're ready. A humanitarian ceasefire/ pause, had the resolution been passed, would have interfered with the next step in their genocidal war against the palestinians.
