Just expropriate vacant houses and Airbnbs. It's not hard.

They have to setup a program like in uk where they find a place for immigrants in another country. The whole point is that they are refugees and need a place so it shouldn’t matter if that place is nyc, ghana or alaska as long as they can makr a living there.
