Loud motorcycles, modded trucks, and the occasional rice rocket.
More surveillance is always bad.
Just ban all private cars from the cities. They can park outside and take the train or bus. No more noise complaints.

I guess the question is how you could "regulate" this situation without having to add "noise cameras"
Having a police force that does some actual community policing?
