Their intent isn't to take control of it for their own purporses, its to destroy it. They'll never see the stapler or switched signs because they won't even step in the building. They don't want to machine of government to function. They wouldn't be bothered by others trying to do make the functioning harder. They won't even notice.
What you want to do is hold them to existing standards and procedures. Don't comply just because they tell you to do it.
"What rule says I need to reply to a non-government employee? Which policy states that pronouns are banned from profiles? Which law states that our agency can no longer send public announcements?"
