They don't, US already put every possible sanctions on Russia and the only worsening of relation possible is if US start to shoot. And since that won't happen, it's empty words. Hell, they didn't even invited one side of the war for the ceasefire meeting, so who is even ceasing fire there with who? US and Ukraine? This is utterly nonsensical.
