I can see that sh.itjust.works has a conservative community like lemm.ee and lemmy.world does; but I'm not able to access it from lemmy.ml via federation. Does this mean that Lemmy now capable of federating at a community level?

Yeah pretty much. About a year ago, a lemmy.ml admin โ€œremovedโ€ community !conservative@sh.itjust.works for bigotry, which essentially defederated it.

now i wonder why entire instances have been defederated instead of only the communities they don't like.
