Well did they announce it months back or not? Did they deliver or not?

Announcing it now makes it look like they did not deliver or follow through months ago, which is why I am asking here for more information. This announcement is a bit irritating.

J’ai pris la décision d’accroître les livraisons d’aides et d’équipements militaires et (…) de permettre d’accroître les capacités de frappe dans la profondeur

Translation:

I have taken the decision to increase deliveries of military aids and equipment and (...) to increase deep strike capabilities.

What was said to be delivered has been delivered. What is coming is more weapons, some with long-range capabilities.
