If it wasn't, then nato countries could put troops in ukraine and then still invoke article 5 if Russia retaliated against them in their country.

Yeah surely someone itching to join in eg Poland can say "if NK doesn't leave by x then we're coming in. Just until NK leaves."

Say something additional like we'll only remain in ukraine, and won't strike from our soil and I bet that'd be nearing acceptable to nato.

If NK declares war though they'd probably have to leave to keep article 5 intact... but you could force the declaration.
