I would like to be able to configure a shortcut that allows me to, for example, switch one workspace to the right by the shortcut <meta> + <scrollwheel-up>. I tried configuring this in the "Shortcuts" section of System Settings, but it didn't appear to work.

Yeah, I'm aware of the scrolling on desktop backround feature. Unfortunately, this is not the functionality that I am looking for.

Well, you can scroll through the desktops if you have that virtual desktop widget on your pannel. Or have you tried making a shortcut? In gnome, it's meta+scroll wheel so maybe give that. Try
