It's actually laughable how underdeveloped the rules around review are. I understand that some of that is an attempt to protect the refs ability to make decisions on the field, but this kind of thing is exactly the situation where there should be a review of it done without there even being a challenge flag thrown.

For a league generating $13 billion/year in revenue and paying out ~$400 million/year per team, there is a real lack of investment in actually running the games smoothly.
