That's an interesting way of doing sanctions. What's worse? Cutting them off completely, or changing business practices to ensure you still get their money, but they don't get the product?

Gonna need a lot more than some papers. It's unlikely China will actively try to stop the Genocide. As it completely destroys America's reputation on the global stage.

But if China wants to profile themselves as a leader in human rights they should sanction Israel.

I think what needs to happen is that Israel has to be sanctioned by the UN. If China starts doing unilateral sanctions then it's no different from what the US is doing. Even if sanctions are done for the right reasons, it's still the wrong approach. We need to actually use the UN to reach consensus among different nations, then act upon that basis. While the security council does have vetos, the general assembly does not, and that's where measures against Israel can be passed.

Didn't the recent UN vote about the west bank and Gaza include sanctions?

Not sure if sanctions were explicitly mentioned or not actually. If they have then it would certainly provide a strong legal basis.
