It would be ridiculous to claim that they can't. The risk / responsibility that the role supposedly carries is the entire argument for why they earn that much money.

If they "decide" but aren't responsible for the decision, their "leadership" is worthless. Literally.

This comes with the deduction that dotcom is liable for what is on mega uploads. And with the end user no longer responsible for their own content, the user rights belong to them as well
