The budget is without such things, the Ukraine aid probability gets financed over different positions or special budgets because Germany has a constitutional break on making debt. And tbh, we don't have enough money for our own stuff right now.
Edit: apparently the plan is to finance the weapons with frozen Russian assets, so even better.
The budget for Ukraine has come partially from our military budget and partially special budgets so far (or foreign aid)

Im speaking from a German perspective and all of this is pretty common knowledge here. Its also a major driver for the extreme right and the new pro Russia party (BSW, wich is quite basically a modern version of the SED from GDR)
