They're spreading themselves thin, occupying Tibet, intrusion into Bhutan, Xinjiang Uygurs
being "re-educated", Hong Kong, threatening Philippines in the South China Sea and harassing Taiwan.

Neither side wants to station troops on the Himalayas. It is far too dangerous and expensive. During the last India-Pakistan war, more soldiers died due to the weather than in the fighting. A mutual withdrawal that both sides can trust is the best outcome.
