I don't think that's technically a lie. His mother almost died due to her opiate addiction. Opiates are being smuggled across the border. He could have been a little clearer but he's saying that he wants to stop the smuggling of opiates because he knows how harmful they are from personal experience, not that his mother almost died specifically due to those opiates that are being smuggled across the border.

It would have been clearer to say "I nearly lost my mother to the sort of poison that is now coming across our border," but he's recording an ad and he needs to be concise. I would agree that he was being misleading if he was trying to use his mother's addition as evidence that opiates are being smuggled from Mexico, but he isn't. (It is a widely acknowledged fact that a lot of opiates are smuggled in from Mexico.) Therefore even if some listeners do assume that his mother was addicted specifically to Mexican opiates, that doesn't substantially affect their understanding of what he's saying.

Its not widely accepted..back when his mother was addicted to opiates it was likely "China white" in that area of the country; likely imported from the middle east / asia. Heroin coming from mexico has historically been the "black tar" variety.
Thats if she was taking heroin. If it was Rx opiates she didn't need to go further than her pain doctor back then. The rules have changed a lot over the years but 10 years ago she would have been able to get those filled by her provider.
It was Rx opiates, ones she was stealing from her patients.

Opiates are primarily being smuggled by American citizens for the opiate addiction they aquired due to the over-prescription of opiates for care fueled by Perdue Pharma.

If only there were a politician trying to build a medical system that supported patients and secured jobs for medical workers so that they wouldn't feel the need to use illegal narcotics! And if only that politician were part of a party that tried to get help for people with drug addictions instead of labeling them a criminal, thus causing societal pressures that sent people spiraling into dark lonely corners that harm entire families.
