Yes BUT new construction is different from people just living there.
Nope, no insurance

Stop building where it’s known to flood. It’s a no brainer. Nobody getting screwed except the citizens insurance paying to fix flooded homes WHERE IT IS KNOWN TO FLOOD

These ones are the FEMA insurance. I don't want to subsidize wealthy shitheads rebuilding right next to water over and over. As long as rebuild counts as new construction this makes sense to me, help people move away.
