No que se supone que deberíamos estar en el -5?

exacto deberíamos estar en -5 en invierno y -4 en verano, -5 por zona geografica(hora standard) y -4 por aprovechamiento de la luz natural(ahorro electrico)

pero usamos -4 invierno y -3 en verano

Es como - 4.5, así que cualquier cosa entre - 5 y - 4 me sirve
