most people impacted were in Customer Service, Artists, Designers, Programmers, etc. The people cut were in areas that have been short staffed for nearly a year. HR was minimally impacted.
Edit: additionally, labor laws also exclude central business operations (like hr, er, management, security) from being in a union. CWA is speaking on behalf of workers that are capable of organizing, though they recognize that cutting management is also horrible. That's because it's always low level management who are crucial for daily operations.

I work at Activision and watched the layoffs happen. I'm also a union organizer that's intimately familiar with labor laws and the labor neutrality agreement.
I can only speak to developers, but lots were let go including friends.
