Good work on the extra research there. Though they could be "shady" due to the government not allowing permits to expand the homeless shelter or something like that, or due to their right wing anti-government views they could've just tried to do everything without seeking government approval first. Or of course, they could be doing something fucked up as well. Seems like there's too little information to go on at the moment.
