I'm reminded of that weird news story a couple years back when the government raised to alarm on seeds from China people were getting in the mail.

Numerous US government agencies were investigating the phenomenon of people mysteriously receiving seeds from China which they said they hadn't ordered, but...spoiler are you sure you want to spoil it and not read the article?

...every case this journalist investigated turned out to be people who had actually ordered seeds at the beginning of the pandemic and had forgotten that they'd ordered them by the time they arrived months later.How anyone takes that country serious is beyond me.
