I think the most likely case here is that people simply just think something is cp which actually isn't. For example the previously mentioned non-nudes or pictures of women that look young but aren't underage. People accuse lemmynsfw instance of allowing cp aswell when in reality they obviously don't but some content posted on adorableporn for example might seem like it on a quick glance.

There's a discussion to be had about wether non-nudes of underage girls should be allowed either because at the very least that's really distasteful but then again underwear shopping catalogs have those pictures aswell so go figure. However there's no doubt about what kind of people follow the accounts posting that stuff and I'm pretty sure twitter deletes even that.
