Moral high ground depends on social pressure from uninvolved parties shaming or otherwise negatively affecting the bully. Usually this shaming does not occur, or is otherwise ignored by the bully resulting in no negative outcomes for their bad behavior.

The concept of 'moral high ground' is itself ironically better at shaming the victims into allowing the abuse to continue, with uninvolved parties often coming down harder on the victim than the bully.

What kind of person takes more offense to the defense of victims than the original crime? -> criminals
