Commanders are not allowed to just say anything like that. either they are already using them and so Russia knows, or they are trying to scare Russia about something.

The decision by western nations to provide limited military assistance to Ukraine was purposefully done to create the right stressors for drone technologies to be created or improved upon while also providing a live testing environment for domestic weapon systems.

...but more likely the socio-economic environments of Ukraine's allies necessitated such action/inaction which just so happened to create this environment which weapons producers capitalized on.
