Compare to page 10 'Section 5: Restricted USG Historical Records' of IMMACULATE CONSTELLATION report released by Michael Shellenberger today. Match.

 

Shannon makes note of other publications floating around in the same section of his notes, as well as mentioning G/00/162-78 may be a reissue of an earlier doc. Worthwhile trailheads or corroborating puzzle pieces to make note of.
