Massive credit to u/SignalsIntelligence for pointing out the Weaponized episode where Knapp and Corbell talk about this and u/antbryan for guessing correctly. 

So here’s Knapp and Corbell talking on Weaponized #42, about Grusch’s appearance on the Rogan podcast where he discusses the foreign intelligence docs:

Corbell: "...And I'm listening to that thinking 'Oh, do you mean the classified Russian documents the George Knapp smuggled out of Russia'? and indeed that's what he was talking about. What you did, you know, patriotically, for the United States, bringing information back at your own peril, your own risk. David Grusch texted me earlier today and was like that was some Jason Bourne shit, you know, like getting that stuff out. But it really was and being able to provide that intelligence, you know when asked, you know to our intelligence agencies I mean it was awesome. It was awesome to see that that was mentioned on the Joe Rogan podcast." (Weaponized, 07:15)

So that's a solid confirmation. Also, Corbell suggests that Knapp supplied that data to a US intel agency  - put a pin in that.

Knapp then responds to Corbell:  "Yeah, you know that stuff from Russia. I know the public hasn't seen the bulk of it. I've reported about it for a couple of years, well a lot of years, but the the bulk of the actual documents haven't been released. But they were provided to Congress back in the 90s and I didn't spill that as sort of being a spy for the US government, I shared that information because the people who gave it to me wanted it to be shared with our government, they wanted to start a dialogue back then. So that's why I did it. It also went to NIDS, the Bigelow team, later it was part of the AAWSAP program, and then more recently last year...in the past two years congress....somebody who's working with Congress had reached out to me, to ask is there is any more of that stuff. Is there anything that you didn't share before because they'd like to see more of it. Unfortunately I didn't have anything to give them. But I was I was glad to see Grusch referencing that and I'm glad that it made an impression with him." (Weaponized, 08:18)

So those documents were shared among the NIDS/Bigelow/AAWSAP people.

With this understanding, let's go back and review Grusch's original comments and unpack them a little.

Grusch to Rogan: “So I had access to kind of the AATIP/AAWSAP classified archives and I was like thumbing through everything and there's some other people who were bringing me documents to evaluate. And I'll never forget, I had a, I’ll just say, ‘stolen by the US’, an intelligence assessment...”. (Rogan, 41m)

I think it's a safe assumption that Grusch got the documents from the AAWSAP archive or from somebody associated with AAWSAP.

Passage Material

Then Grusch talks about the material possibly being fake...

Grusch: "And I thought maybe this is passage material, we've got to be very careful, passage material would be like a form of disinformation used to try to trick a case officer to develop a relationship with an asset." (Tucker, 09:23)

This makes a lot of sense now. He would have evaluated these documents, wondering if they were an attempt to compromise Knapp or whoever they were passed to. He doesn't think the documents are fakes.

Reprisals

Here's where things get interesting because they relate to the reprisals against Grusch.

Grusch to Rogan: "...and so I had an adversary also confirmed this program literally because of exfiltrated intelligence. So they certainly had a limited knowledge at least fact-of that the US had a program like this, a particular adversary. And actually I was like... well I want more... I know who wrote this.... liter...or who got it right, on behalf of the United States government so I went to that certain agency through the approved and official way. And this is kind of part of the myriad reprisals against me. The agency was like, 'oh, yes, we have what you're looking for Dave.' 'You're gonna need to sign a one time read into something you know. Come visit us' ... you know go to the vault and read it right, you know, hard copy....but yes we have what you're looking for…and ultimately from what I was told by friends in higher places, my request kind of went up the flagpole at that agency and all of a sudden the agency ghosted my boss and I for like two months and then when I really press them hard to gain access because I'm like 'I have a need to know, I need to evaluate this intelligence for fucking congress' and they debriefed me from all my accesses..." (Rogan, 41m)

So Grusch reads the documents, goes to the intel agency that got them from Corbell, makes some requests, and is refused. Reprisals followed.

AARO

Grusch's statement to Marik von Rennenkampff is clearer now:

Grusch: “I am only aware of three individuals with mostly second-hand knowledge that were interviewed by AARO that I also spoke with some years back during my research process. Those individuals did produce some interesting leads I followed, but it appears AARO did not have the expertise to distill the information they were given, as it should have provided them access to a large body of foreign intelligence and other U.S. program information I had access to..."

So Grusch seems to be calling AARO out for not being able to find documents that AAWSAP had.

tldr;

Knapp and Corbell confirm that Grusch's 'foreign intelligence' documents are part of Knapp's Russia files. Grusch read these reports, possibly acquired from the AAWSAP archive, and thinks they're real. He went to the US intelligence agency, which got them from Corbell, but was refused more access, and reprisals followed. Calls out AARO for not being able to find them.
