IF Northrop Grumman has been a part of the "Program", when do you think they acquired the technology? Maybe Grumman, Westinghouse, or another contractor had the technology first, and it simply came along with the acquisition. Assuming Northrop was aware of what his company had in its possession, his mind must have been blown when he first saw it.
