Luka is prolly worried he is next... I doubt he would be able to force his army to enter, they would likely get rid of him before that.

It would just be easier to tap onto popular discontent to flip him and test russia?

he's probably been asked multiple times and refused because he knows his troops won't go. and now Putin has a new BFF that's not him. probably more nervous now than he was before
