I mean... It's open source and is not dependent on specific hardware, I'm pretty sure AMD was expecting others to use it

Not sure why we should be surprised and I'm pretty sure AMD knew, as FSR doesn't have any special requirements. It works on Apple Silicon too, for example.

It is good news because Qcom will work on FSR,and maybe Qcom make it better
