Governments do not understand that these type of restrictions do absolutely nothing. There are always ways to circumvent these restrictions.
It's not really about doing anything. It's about playing to the base. It's more politically advantageous to tell you string Christian base that you're banning porn, instead of educating them in why bans don't work, or could be harmful
