Original Title: The Sol Foundation and their new White Paper - The Prospect of Executive Branch Unidentified Anomalous Phenomena Secrecy: The Harm to Congress and Potential Remedies - Peter Skafish - Vol. 1 No. 6 - November 2024

With so much happening so fast in this subject and the world at large, it's understandable that most of us have a difficult time stepping back and taking in the bird's-eye view of our present moment of our new UFO/UAP reality.

I initially started this post to help break down some of the new White Paper by Sol Foundation published in the last week or so. I'll include as much of that below as possible. Of course, digest the whole thing on your own accord.

The Prospect of Executive Branch Unidentified Anomalous Phenomena Secrecy: The Harm to Congress and Potential Remedies: Peter Skafish -- Vol. 1 No. 6 -- November 2024

https://thesolfoundation.org/publication/the-prospect-of-executive-branch-unidentified-anomalous-phenomena-secrecy-the-harm-to-congress-and-potential-remedies/

You can read the first five White Papers here:

https://thesolfoundation.org/white-papers/

But before that, I thought it would be a good chance to remind folks of who the Sol Foundation are.

The Sol Foundation was formed by Garry Nolan, Peter Skafish, David Grusch, and others, in tandem with the revelations of Grusch revealing a decades-long UFO/UAP crash-retrieval reverse-engineering program via an interview with Ross Coulthart for NewsNation that led to an immediate hearing in Congress.

That Congressional hearing can be seen here:

Here's Coulthart breaking down the story behind getting Grusch to come forward:

Here's Coulthart talking about Grusch and whistleblowers on Curt Jaimungal's Theory of Everything podcast/channel:

Here's Lue Elizondo two months ago on Coulthart's Reality Check with Marik von Rennenkampff, opinion contributor for The Hill and former analyst at the State and Defense departments, talking about how Grusch is a "hero" for coming forward:

Here's some basic info about the Sol Foundation:

Confirmation that genuine Unidentified Aerial Phenomena exist would be world-changing in every sense of the term. The Sol Foundation marshals intellectual insight and policy expertise to meet the scientific and political challenges.

Introducing the Sol Foundation

Science, Policy, and Public Education for a Post-UAP World

Why a UAP-Focused Foundation and Center of Research?

The time has come for serious, well-funded, and cutting-edge academic research into the nature of Unidentified Aerial Phenomena and their broad cosmological and political implications. Such a claim would have been beyond the pale of respectability just five years ago, but the U.S. government’s recent and continued acknowledgments of UAP have changed them from a subject unworthy of academic consideration into a scientific and intellectual problem of unfathomably broad stakes. Now that UAP are considered real enough by Congress to be addressed with federal legislation, we are forced to consider the broad consequences of this for the future of science, technology, economy, politics, law, religion, culture, and all other human institutions and endeavors.

The Sol Foundation is accordingly establishing itself as a premier center for UAP research. Under the direction of academic and government experts already professionally engaged in the study of UAP, the Foundation is assembling teams of noted specialists in the natural sciences, the social sciences, the humanities, and engineering, information science, and other technology-focused disciplines. Collectively, these teams will undertake rigorous, methodical, and cutting-edge inquiry into UAP and their implications as well as help set the agenda for UAP Studies.

Sol’s Work and Mission

As revelation of the reality of UAP would be world-changing in every sense of the term, the Foundation’s work is not confined to purely academic research but extends to advisory and policy work as well as public education. In sum, the Sol Foundation’s mission is threefold:

To help fund and set a clear direction for the initial 25 years of public research related to UAP, nonhuman intelligences, and the implications of their existence for human understandings of nature, society, technology, and politics. In this, the Foundation intends to be the leading source of the best scientific, intellectual, and policy research on the issue.

To provide reliable, cutting-edge advisory research to the United States’ and other national governments as well as corporate clients. Sol will establish itself as and remain the foremost think tank on UAP: the source of the most informed and insightful policy recommendations available.

To offer insight and guidance to the public on the cosmological and political implications of UAP. As humanity grows to understand that it is not the sole intelligence in the universe, Sol will share its perspectives on how humans might creatively respond to this new reality.

Social Responsibility, Democracy, and Humanity

As government engagements with UAP are freighted by a history of secrecy and overclassification, Sol is committed to developing a socially responsible approach to the issue—one appropriate for democratic societies. In this regard, we have three aims:

The establishment and maintenance by the United States’ and other national governments of informed, democratic oversight of their UAP engagements, including by creating public transparency.

The promotion of UAP-related research that is commercially and ecologically responsible.

The fostering of a greater sense of common humanity across cultures, faiths, nations, and polities, including by supporting the development of UAP-focused initiatives at international institutions.

Grusch, along with Garry Nolan, Peter Skafish, and others, formed the 501c3 non-profit Sol Foundation to explore and disseminate the reality of UFOs/UAP and the Phenomena at large. Included in the board for this non-profit are Charles "Chuck" McCullough, legal counsel for Grusch and the Sol Foundation; Jonathan Berte, Board of Directors, European Union and Technology and Investment Advisory Boards; and Maura Mindrila, Director of Strategy.

Here are their breakdowns below:

Garry Nolan

Executive Director of the Board

Dr. Nolan is the Rachford and Carlota A. Harris Professor in the Department of Pathology at Stanford University School of Medicine. He trained with Leonard Herzenberg (for his Ph.D.) and Nobelist Dr. David Baltimore (for postdoctoral work for the first cloning/characterization of NF-κB p65/ RelA and the development of rapid retroviral production systems). He has published over 350 research articles and is the holder of 40 US patents and has been honored as one of the top 25 inventors at Stanford University.

Dr. Nolan is the first recipient of the Teal Innovator Award (2012) from the Department of Defense (a $3.3 million grant for advanced studies in ovarian cancer), the first recipient of an FDA BAAA, for “Bio-agent protection” grant, $3million, from the FDA for a “Cross-Species Immune System Reference”, and received the award for “Outstanding Research Achievement in 2011” from the Nature Publishing Group for his co-development of CyTOF applications in the immune system. Dr. Nolan has efforts in the study of Ebola, having developed instrument platforms to deploy in the field in Africa to study Ebola samples safely with the need to transport them to overseas labs (funded by a $3.5 million grant from the FDA) and another grant to study the effects of Zika and Ebola viruses on humans (also from the FDA).  His current efforts have involved development of deep tissue profiling methods such as CODEX and MIBI that have contributed fundamentally to the Human Cell Atlas and cancer cell atlases being worked on worldwide.

Dr. Nolan is an outspoken proponent of translating public investment in basic research to serve the public welfare. Dr. Nolan was the founder of Rigel Inc. (NASDAQ: RIGL), and Nodality, Inc. (a diagnostics development company), BINA (a genomics computational infrastructure company sold to Roche Diagnostics), Founder of Apprise (sold to Roche Sequencing Solutions), co-Founder of Ionpath, co-Founder of Scale Bio, co-Founder of Akoya, and serves on the Boards of Directors of several companies as well as consults for other biotechnology companies. DVS Sciences, on which he was Chair of the Scientific Advisory Board, sold to Fluidigm for $207 million dollars (2014) on an investment of $14 million. Dr. Nolan is a member of the Parker Institute for Cancer Immunotherapy at Stanford.

Peter Skafish

Executive Director

Dr. Peter Skafish is a sociocultural anthropologist who works between his discipline and philosophy ...

Spoke with Sen. Gillibrand after today's AARO hearing and she told me she's dropping a bill in coming weeks granting the Pentagon authority to shoot down UAPs, drones on US soil

The hearings today have confirmed, for me, that all of this shit is real. This was a cheerleading session that didn't touch on one single truly anomalous happening with any real sense of science or genuine discussion. They were all softball questions that sounded more like an interview.

I think these hearings were for the mass general public to say, "Oh, there's some strange stuff but now they're ACTUALLY looking into it. Good!"

I've not seen as big a cheerleader of AARO, while showing no actual interest in actual UAP, than Mrs. Gillibrand. This was just straight up bad acting!

The tone of the Senate Armed Service Committee's hearings with the All-Domain Anomaly Resolution Office since its inception have generally been the same. They follow this format:

• Introductions

• Resolved Cases

• Canned Questions

• Can We Give You More Money?

But today's hearing with AARO's new director, Dr. Kosloski, took a different tone. It felt more like a plea for trust than a public report on the agency's actions. Both Sen. Gillibrand and Dr. Kosloski went out of their way to ask for the trust of current or former USG employees and contractors who have information regarding current or former legacy UAP programs.

However, if the public and whistleblowers alike are expected to trust AARO, they need to show their work to us. It is simply not good enough to say "We investigated X number of SAPs and CAPs reported to be UAP programs, and found that to be false."

Here's a question I would've liked to hear Sen. Gillibrand ask today:

"When examining a whistleblower's report of a SAP or CAP containing improperly withheld UAP activity, what actions does AARO take to confirm or deny that allegation?"

As a US citizen and taxpayer, I deserve to know what actions AARO has taken in that regard. There is a way to tell us that information without divulging classified information. What does their investigative process look like? Show us the steps! If it's just a phone call or an email to a partner agency asking if the information they received is true, AARO should be shut down swiftly.

The very nature of whistleblower complaints around hidden UAP programs demands that AARO staff visit the offices and sites of these SAPs and CAPs. It demands that AARO asks for the full accountability of its partner agencies. If these programs are hidden from Congress, they have an incentive to be. How would anything less than a site visit clear that up? Does AARO do that?

If AARO is as "well resourced" as Dr. Kosloski said in the hearing today, then doing a full and complete investigation of these allegations should not be a problem. It can and must be done, and it must be a matter of priority for this office to show the public the steps it takes as an investigatory body. To do anything less is an endorsement of improper scientific and interagency investigation.

To all (potential) whistleblowers: don’t go to AARO. Go to Shellenberger, Corbell, Knapp or Sheehan.

AARO is a honeypot (IT term for a computer system specifically setup to covertly attract hackers) run by an IT/NSA guy. The Gatekeepers want to replace the newly disclosed Immaculate Constellation program with the honeypot AARO to achieve UAP data dominance and catch every smoking gun evidence before it reaches congress or the public. That’s why Koslowski pledges for a broader access to sensor data from inside the IC, military and the public (through the FAA and academia).

Don’t fall for it. AARO will annihilate your evidence, your credibility and your career.

The AARO-Senate hearing was dismal, but it did confirm one serious problem the US military has.

From the 1960s in particular, the US military has encouraged ‘the stigma’ against UAP. Ridicule, questioning sanity, and so on has led to the military culture becoming ‘you just don’t talk about strange stuff you see in the sky.’

That worked fine in the 20th century. But today’s wars are being fought with drones, and a huge array of (sometimes strange looking) new drones are being designed for military use.

The result of the stigma is that the military has trained itself to ignore what could and will sometimes be enemy systems. That’s catastrophic. If the chinese send a wave of drones at US positions and the US troops all ignore them because they look UFO-like, that’s a disaster.

As a result the military is having to get rid of UAP stigma and encourage reporting. They don’t have any choice. This should mean that many UAP sightings that would previously be unreported are now reported.

If this happens, UAPs are likely to become an open conversation in the military at all ranks, and disclosure may happen that way.

Another possibility I wonder about: could it be that the US military believes there’s an increase in NHI UAP activity and that wide awareness and reporting of these in the military is becoming essential?

I think this is bullshit. Is the same bullshit that Mick West said, and later NASA, and NASA calculations were wrong when having wind speed into account, so much, that even Mick West and Metabunk had to concede:

"One computer simulation, created by noted UFO skeptic Mick West and hosted on his skeptics forum Metabunk, found that the GOFAST object would have been going significantly faster than 40 mph when taking this wind speed into account.

The skeptic's most conservative run of the simulation would have the GOFAST UFO traveling at 100 knots or 115 mph.

'This suggests that the object could not be a balloon,' as one Metabunk poster noted, 'because it needs intrinsic speed in addition [to] wind speed at 13,000 ft.'"

With the proper info and calculations, GoFast would go 20-50 knots faster than the speed of wind of that day, even by Mick West most favorable calculations.

Even a Metabunk user considered that it can't be a balloon then, because the object would have intrinsic speed aside of the speed of wind, per the article.

No matter the speed, they are ignoring contest, as all debunkers, GoFast was recorded close to Gimball by the same pilot. GoFast was one of the smallest obejcts that were in formation with Gimbal. And there is radar data of this, which the Pentagon is not going to release, of course.

that was a casual conversation in a senatorial office between two senators, moved to a conference room for giggles.

the news that FAA is compliant now is welcome.

the foregrounding of stigma was very important, although DoD still will not acknowledge it was responsible for creating it and owes everyone an apology.

the public reporting mechanism, still not available as mandated, will be welcome, although the more reporting systems that are available means more dispersion and scattering of different reports to different databases.

as for 2013 AGUADILLA, the senators regrettably did not get to ask questions about the "highly confident resolution" of the evidence. probably three questions will suffice.

  1. you say these are "two objects" flying together. what is the nature of the objects?
  2. you say they fly together, until they don't. why don't they?
  3. you say they "disappear" because of a temperature equivalence with the background ocean water. a. how much of a temperature change is indicated by the change in "BLK HOT" image density? b. how does the object defined in (1) change temperature by that amount no less than three times? c. why doesn't the object, at any temperature, not show up even slightly against the continually changing background ocean image density? d. why does the appearance of the object change from a single dark mass over land to a mass containing two dark lobes over water?

This is ridiculous! I knew this hearing wouldn’t amount to anything but I didn’t expect it to take these many steps backward… Even the Puerto Rico UAP… they’re claiming it was just a balloon?!? That changes temperature when it goes over the water?!? It just makes no sense. They’re not making sense and it’s not like they’re being pressed on by the senate to make more sense. Whatever, i know at the end of the day it doesn’t make too much of a difference in terms of progress, but this is frustrating to watch.

The Senate held a hearing just now: Open/Closed: Hearing title To receive testimony on the activities of the All-domain Anomaly Resolution Office

Date: Tuesday, November 19th, 2024

Time: 04:30pm

Location: Room SD-G50 Dirksen Senate Office Building

They showed analysis on three "resolved" UAP cases, which seemed to essentially be recycled Metabunk analysis. u/flarkey and u/MickWest, did you have any contact with AARO about these cases, or were they just using your analysis as their own? I think it's good analysis which point toward these being prosaic objects, although I wouldn't at all say they are "resolved."

Hoping you're enjoying your day in Congress...

Seriously how is that ok? This is a major problem with the power of the intelligence and defense arms of the government. No one should be able to tell all of Congress or the president no and keep them out indefinitely. But they are apparently quite able to do so over and over.

I mean if I had to speculate, it's easy to imagine how this happened. Those in power were able to coerce the passing of such policies through fear and the perceived importance of military dominance, especially fueled by the manhattan project. But clearly there is more to it than just that.

But for that to have run rampant and frankly be abused from then on, it's just ridiculous that it's never been reined in in at all. That power is too powerful.

I’ve heard Congress members speak about this before in prior meetings, interviews etc. They even talked about it during the most recent congressional hearing.

But the Congress people never mention who is, or is trying to block them. I think the most likely answer is the Pentagon. And if it is the Pentagon, then who within the Pentagon is blocking them?

I’ve seen maybe a handful of people in this sub mention this topic but I think this is something worth discussing. Who is blocking Congress? Is it the Pentagon? If it is, who from the pentagon etc.

I’m more concerned with the specifics of who is blocking them. We can all say the likely answer is the pentagon, AARO, or private contractors. But who in particular from these places are blocking them?

Also, I could be an idiot and haven’t realized that maybe it’s been confirmed who’s blocking Congress. Sometimes I do miss things lol.

But what companies, programs, or offices are blocking Congress and what people within those programs would be blocking Congress? I’d love to hear everyone’s perspectives.

EDIT: I want to make it clear that I think this is very important for us to discuss because we all know the topic of UAPs and NHI are the most important discussions in human history. And we all know there are people in the government, military, branches within the government such as the CIA and AARO, the pentagon, the list goes on. So we know “who” is blocking us but what people within these organizations are blocking us? Who are the people? We know the organizations, but who are the people? These blockers need to start being held accountable. And the first step is exposing them by credibly providing evidence to suggest that they are the specific individuals within these organizations who are aiding in non-disclosure.

The Reagan-era CIA drug trade has long been shrouded in controversy, with unaccounted-for funds used to bankroll covert operations like the Contra war. But what if some of this money also flowed into black-budget UAP programs?

Eric Davis’ memo raises intriguing points. It mentions that reverse-engineering programs struggled financially at times and were even caught by investigators once. Following this incident, agreements were reportedly made with a "Senior Review Group," seemingly to prevent such programs from ever being uncovered again.

This raises important questions:

  • Could drug money have served as an emergency funding source when black budgets fell short?
  • Were these senior agreements designed to ensure UAP-related programs remained invisible to investigators and the public?

It’s not just about UFOs or non-human intelligence (NHI)—it’s about the crimes potentially committed to keep these programs alive:

  • Covering up the existence of UFOs and NHI to protect hidden funding streams.
  • Silencing whistleblowers through threats, coercion, or worse killing them covertly.
  • Flooding communities with drugs to fund secret programs, devastating generations through addiction, homelessness, and mental health crises.
  • Neglecting public needs, like healthcare and social services, as resources were diverted to clandestine projects.

David Grusch has also claimed that white-collar crimes were committed to protect these secrets. Could this systemic corruption, potentially tied to drug money and secretive funding, be part of what he was referring to?

If these connections are real, it could explain the relentless push to keep UAP truths hidden. Admitting their existence would not only expose UFO-related programs but also decades of corruption, societal harm, and moral decay tied to keeping them funded.

Things to know before hand:

  1. Reagan-era CIA drug trade
  2. Eric Davis Memo
  3. David Grusch's claims of white collar crimes have been committed
