Okular is really great on Linux, but I never tried it on Windows. I used Sumatra in those days and it was also nice

I'm not sure that it covers all the use-cases you mention, but I would also recommend Okular. As far as I'm aware, it's the most feature-rich open-source PDF viewer available.
If you don't want to use the Microsoft Store, you can also download builds from KDE's build server: https://binary-factory.kde.org/job/Okular_Release_win64/

For Woefucks?
Open the Micro$hit Store and install Okular.
Remember this has to be made for every user you want to install it or better use Chocolatey.
Also, open configuration panel, go to default apps and go to default per application, choose Okular and change every format Okular supports to Okular as default.
If you used Chocolatey, you must look for Okular.exe or similar in the Chocolatey folder inside Woefucks main partition.

For creation just use LibreOffice Draw.
I'd say go with zathura but since you're on windows, you can use libreoffices pdf stuff.

I am on linux and use okular, I know there is a windows version but don't know how it works there.
